Does unarmed mean not dangerous?

This morning I read an article about an unarmed California man who was killed by the police. Prior to the shooting the young man jumped out of a 2nd floor window and was tased twice. He was said to be high or drunk. The policeman warned him before the shooting that he was in fact going to shoot. He did finally fatally shoot him in the chest. Now people are asking was it necessary to shoot an unarmed man, but my question is does unarmed make you not dangerous? Or if you are truly out of control are you in fact dangerous? What is our expectation of the police? At what point is a shooting justifiable? Share your thoughts.

    A cursory Google search reveals that since the year 2000 at least fifty seven police officers have been murdered by unarmed suspects who wrested their service weapons from them and used it on them.
